In Report and Order and Third Further Notice of Proposed Rule Making, FCC 07-217 released March 5, 2008, the Federal Communications Commission solicited proposals for the use of the vacant spectrum left after the DTV transition. Recognizing the potential to expand diversity and advance minority ownership in radio, a group of consulting engineers and broadcast industry representatives formed the Broadcast Maximization Committee to respond to the FCC’s request.


  • Revitalize the radio industry by incorporating the latest in digital transmission technology.
  • Expand the FM band in an effort to relieve overcrowding in both FM and AM spectrums.
  • Improve the current state of AM radio through a migration to the Expanded Band (EXB).
  • Promote diversity in broadcasting and create new opportunities for minority ownership.
